          We have a story, probably true, that Governor Martinez refused at first to receive Moses Austin's application for permission to settle a colony in Texas and only reconsidered upon the intercession of Baron de Bastrop, whom Austin had known years before in Louisiana.

          There is abundant evidence, however, that in refusing to encourage Austin, Martinez acted in deference to instructions from supe
